The Joint Social Security Centre (CCSS) has officially launched its online services for employers through MyGuichet.lu's professional space. This marks a significant shift in how employers and their representatives manage social security obligations in Luxembourg.

The move is part of a broader digitalisation strategy aimed at simplifying administrative procedures and reducing the burden on businesses. Previously, employers had to manage employee affiliations, salary declarations, work incapacity declarations, paper forms sent by mail or e-mail. The platform brings all these services together into a single centralised hub, eliminating the need to juggle multiple submission methods and track paperwork across various departments.


What's Changed


Employers who still rely on paper forms now have access to a fully digital system. The platform handles declarations for employee entries and exits, wage reporting, and work incapacity notifications. It also provides access to affiliation data, wage records, and the ability to generate various certificates directly from the system.

For those already using SECUline, the existing declaration process remains unchanged. However, these users gain access to complementary features including data consultation, certificate generation, and digital document delivery through eDelivery.

Temporary employment agencies, self-employed professionals, and agricultural operations will be added to the platform in subsequent phases.


Four Core Service Areas


The new system organises services into four distinct categories within the Health & Social Security section of MyGuichet.lu's professional space.

Affiliations covers employee registration and deregistration, social security number requests, and affiliation confirmations delivered electronically. Users can review current affiliations and generate certificates showing employee counts.

Wages & Work Incapacity handles salary declarations and work incapacity reporting. The system provides access to wage histories and generates certificates detailing total payroll. Since 2024, workplace and commuting accidents can be reported without requiring professional space certification. Starting in 2026, employers will receive electronic work incapacity certificates (eCIT) directly from their employees through the platform.

Calculation, Invoicing & Accounting gives employers visibility into their contribution account balances and payment histories. Monthly account statements arrive via eDelivery, and SEPA direct debit mandates can be requested through the system. From November 2025, credit balance reimbursements will be available online. The platform also generates account statement summaries and certificates required for public tender submissions.

Employer Data provides access to key parameters including the Employer Mutuality (MDE) classification, the Accident Insurance (AAA) with the bonus-malus factors, and the Occupational Health Service (STM) contribution rates. SECUline membership status is also displayed when applicable.


Implementation Details


Access requires certification of your professional space on MyGuichet.lu. The CCSS has published detailed instructions at https://ccss.lu/myguichet-e, outlining the certification process and requirements.

The certification process verifies your business identity and establishes secure access to social security data. Once certified, employers gain immediate access to all available services based on their business type. For companies that already have a certified professional space on MyGuichet.lu for other government services, the CCSS services simply become available within the existing account structure. Businesses new to the platform will need to complete the certification before accessing any CCSS functionality.


Looking Ahead


This launch is the first phase of a wider initiative. Other social security institutions will join the platform in future phases, consolidating social security administration into a single digital system.

The system will continue expanding its capabilities. Electronic work incapacity certificates arrive in 2026, credit balance reimbursements become available this month, and additional features are planned for subsequent releases.
