What is CCSS affiliation? - CCSS affiliation is the mandatory registration process with the Joint Social Security Centre (CCSS), Luxembourg's central social security administration. This registration enrolls individuals into Luxembourg's comprehensive social security system, providing coverage against various risks including illness, maternity, workplace accidents, occupational diseases, old age, invalidity, and long-term care dependency.

Who must be affiliated with the CCSS? - Anyone engaged in paid employment in Luxembourg must be affiliated with the CCSS, regardless of whether they work as an employee or self-employed professional. Cross-border workers residing in neighboring countries but working in Luxembourg are also required to affiliate. Students and occasional workers may affiliate under specific conditions, while family members can benefit from co-insurance coverage through the primary insured person.

How does the affiliation process work for employees? - For employees, the employer handles the affiliation process by submitting a declaration of entry to the CCSS within eight days of hiring. This can be done electronically through the SECUline system using the DECAFF procedure or via paper form. Once registered, both the employee and employer receive automatic confirmation, and the employee is assigned a 13-digit national identification number (matricule) which serves as their social security number throughout their time in Luxembourg's system.

What benefits does CCSS affiliation provide? - Affiliation grants access to Luxembourg's comprehensive social protection framework. This includes health and maternity insurance with reimbursement for medical expenses and prescriptions, pension contributions toward retirement benefits, accident insurance coverage for workplace injuries, long-term care insurance for dependency situations, and cash benefits during periods of inability to work due to illness or maternity. Family members who depend on the primary insured person automatically receive co-insurance coverage for health services.

What is the process for self-employed workers? - Self-employed individuals must take personal responsibility for their affiliation by submitting a declaration form to the CCSS within eight days of starting their professional activity. Self-employed workers are covered for most social security risks but may voluntarily register with the Employers' Mutual Insurance to receive income replacement during illness periods. Those with professional income below one-third of the minimum wage may request exemption from certain coverage requirements.

What happens after successful affiliation? - Following registration, the CCSS issues confirmation documentation to the affiliated person at their official address, including their 13-digit national identification number. The person receives assignment to the appropriate health insurance fund based on their employment sector: the Caisse Nationale de Santé for private sector workers, specialized funds for public sector employees, or sector-specific funds for railway workers. A social security card bearing the national identification number is issued and must be presented when accessing healthcare services or dealing with social security matters.

Can affiliation be terminated or modified? - When employment ends, employers must submit a declaration of exit to the CCSS within eight days of contract termination. The affiliated person receives confirmation of disaffiliation and may have options to maintain coverage through voluntary affiliation, co-insurance with a family member, or temporary continuation of healthcare rights under specific conditions. Changes to employment status, such as transitioning from employee to self-employed or modifications in job responsibilities, require new declarations to update the affiliation records with accurate information.
